02 AND 03 DECEMBER : " SOPHIA : IVCS 2002 "

CERAM Entrepreneurs Innovation and the CCI Nice Côte d'Azur organize the IVCS (International Venture Capital Summit) at the CICA.
This forum brings together investors, industrial partners and business angels with start-ups looking for capital. European professionals in technology and finance will introduce this 6th edition and will make an evaluation of the economic year. Specific workshops (presentation of start-ups) and a series of conferences will complete the programme of this event.

5 DECEMBER : FORUM ON THE CREATION OF INNOVATIVE COMPANIES - MARSEILLE

5-6 DECEMBER : SALON NET EXPO NET'EXPO - MARSEILLE

The Net'expo salon 2002, Mediterranean salon for Internet, Computer science and telecom will take place on 5 and 6 December at Parc Chanot in Marseille. Launched in 2000, Net'Expo is the first Mediterranean salon in Marseille on Internet, Computer science and telecom. Each year it has about 120 exhibitors.Open to managers, to professionals, to the NTIC and institutions, Net'Expo is a place for meeting, exchanging ideas and to consider the new tendencies, the evolution of tools and the means of communication.

9 to 13 December : RIVAGES D'ECHANGES, RIVAGES de solidarité -
The arab world in the Mediterranean area.


The second edition of the week of co-operation will take place from 9 to 13 December 2002, in Aix-en-provence, Avignon and Marseilles simultaneously : it will be concerned with the Arab world in the Mediterranean area.
The aim of this week is to make the University community and the general public aware of a given geographical zone.

This meeting proposes meetings around economic, scientific, geographical and histrical themes via workshops and cultural events.
Nearly 150 French and foreign participants of international renown will parttcipate in the different workshops and conferences to share their knowledge of the countries in the south of the Mediterranean.

10 DECEMBER : CHEMICAL PRODUCTS IN THE INDUSTRY OF PLASTIC AND COMPOSITE MATERIAL…THE SITUATION AS REGARDS REGULATIONS - AIX EN PROVENCE (ENSAM)

The European regulations concerning the use of chemical products is becoming more and more demanding. This days' meeting will bring together suppliers and transformers as well as the organizations in charge of the application of the regulations. We have fixed the meeting around the preoccupations of the sectors of transformation of plastics and composite material. Examples will be given to illustrate how new regulations have led to interesting technological progress. In other cases, the disappearance of certain primary material has left a gap as yet unfilled. At the meeting, the problem of styrene in polyester resins, chloride solvents, fire proofing based on PCB, polyurethanes and epoxides will be discussed.

14 JANUARY ; THE AMERICAN MODEL OF THE SMALL BUSINESS ADMINISTRATION, CAN IT BE IMPORTED INTO EUROPE ? - PARIS

Discussion and debate 14 January 2003, from 14h00 to 18h00 at the Cercle Républicain, 5, avenue de l'Opéra, 75001 Paris

The Comité Richelieu proposes a discussion/debate with numerous personalities including for the first time in Europe, the President of the Small Business Administration, Mr Hector V. Barreto.

It is possible to take inspiration from the SBA without having to import all the North American system. In contrast, at the present time when the gap between the European and the American economise is widening, it becomes indispensable to understand how to make it possible for development of our SME and the appearance of new major companies, under the risk of falling behind definitively and no longer being able to conserve our model of society.

The SBA, one of the motors to make the American economy dynamic

The SBA is an organization in charge for the last 50 years to apply the American government policy towards SME (www.sba.gov).

  • Extract from the Small Business Act, 30 July 1953 : " The government should help, advise and protect in all possible ways, the interests of small enterprises so as to preserve the spirit of free competition,to ensure that a reasonable part of markets is made with small enterprises and to maintain by reenforcing it, the economy of the nation as awhole".

Thanks to the programmes of the SBA, an annual flow of 70 billion dollars of public markets is directed to SME. In the field of R&D, the SBIR programme brings each year to SME more than 1 billion dollars of direct funding, at 100% and not to be reimbursed. This public desire has contributed to the creation of a particularly dynamic tissue of SME from which have appeared the new major American groups.

  • Amongst the 25 biggest American enterprises of today, 6 existed in 1960 and 19 are recent SME that have managed to rise to the level of the largest world enterprises.

A debate is necessary

Nothing as such exists in France or in Europe where the public markets in technology and public funds benefit de facto existing large enterprises. The SME remain largely micro-enterprises and are considerably less innovative than the American SMe and they cannot develop.

  • European SME remain, for the majority, micr-enterprises : 34 % of jobs in Europe against only 11 % in the USA. enterprises with 10 to 500 staff represent only 13 % of French enterprises compared to 21 % of American enteprises.
  • On average, spending on R&D in a European SME is nearly 8 times less thant an American enterprise.
  • Major enterprises represent 0.4% of enterprises in Europe compared to 1% in the USA.
  • All of the 25 largest European enterprises of today were in existence in 1960.
