SUMMARY
OF THE CONGRESS ON FUNDING START-UPS ON 8TH AND 9TH NOVEMBER 2002 IN BEYRUT,

The congress
was organized by Berytech, a technopole in Lebanon, on a theme chosen
at the signature of the partnership convention with MT in October 2001.
The theme corresponds to a fundamental aspect in the process of creating
a business. The meeting received support from the European Business Network
(EBN), France Technopoles Entreprises Innovation (FTEI) and the International
Association of Science Parks (IASP). It is the result of much work by
Medtiterranée Technologies in organizing a network of technology
parks around the Mediterranean.
The meeting described the different sources of funding for aid in setting-up
enterprises both in France and in other countries such as Lebanon. It
is obvious that there are important disparities.Nevertheless, organizations
such as Kafalat for Lebanon or the Agence Française de Développement/French
Agency for Development and Proparco are busily engaged in supporting the
expansion of enterprises by finding innovative and adapted solutions considering
the context of the different countries around the Mediterranean.
The results of the congress were:
- a network was set-up and it had the support of FTEI, of the IASP, the
EBN and the French Embassies of Lebanon and Syria.
- The following stages in the calendar were established and the final
plan of action will be determined at the end of December 2002. There is
already the possibility to organize a round table in Lisbon on 3rd and
4th June during the IASP congress. A meeting will take place in Lyon from
18th to 20th June during the EBN congress.
- The participants agreed on the idea of organizing a "Start'Med"
meeting in June 2003 at Beyrut. The projects for start-ups from the Euro-Mediterranean
technopolitain area could be presented at this meeting. Also, the aim
of the meeting would be to bring together project holders and the techno
parks around the Mediterranean. The idea of a prize was accepted and the
participation of different countries will be aided by the use of the visuo-conference
system.
Project committees are being set up in the Middle East, Maghreb and in
Provence-Alpes-Côte d'Azur.
MT appears
as an determining factor in the development of the Euro-Mediterranean
technopolitain network and for the following reasons:
- facilitates the exchange and dialogue between the different techno parks
(meetings in June 2000, December 2000, July 2001 and October 2001), notably
on the specificity of the different parks, the methods of incubation and
the funding of business creation,
- a centralizing organization for information on the competence of the
techno parks and their potential,
- a better overview of the evolution of the technopolitain web in the
Mediterranean basin,
- facilitate the contact between start-ups and the opening of new markets
or new perspectives for development,
- offer the possibility of initiating a work group to enter into a European
programme,
- represent a concrete example of Euro-Mediterranean dialogue.

GENERAL ASSEMBLY OF FRANCE TECHNOPOLES ENTERPRISES
INNOVATION
Claude Le Foulgoc, director of the CEEI Provence, was elected to the administrative
council of France Technopoles Entreprises Innovations, during the general
assembly held in Valmaris on 22 November 2002.
Thsi is good news for all the network and in particular the PACA region
which still has two representatives on the AC (Claude Le Foulgoc and Daniel
Pardo), as well as a permanent guest Nadine Marchandé.
